At the same time, the accumulated problems in the economy were considered, dependence on raw materials, low labor productivity, insufficient innovation were also stated, specific ways of solving it were shown. "These are ensuring macroeconomic stability, diversification and digitalization of the economy, as well as the development of small and medium-sized businesses and human capital, strengthening the rule of law. Therefore, of course, new approaches are needed," the President said.

At the same time, K. K. Tokayev noted the need to increase the volume of agricultural products of the country and its additional cost. "This is a strategic task. Now is not the time to buy only wheat and cattle. The Government should develop new long-term approaches to subsidizing the agro-industrial sector. There should be a return on budget funds. The state will not allow embezzlement, scattering finances right and left. It is necessary to strengthen control over the allocation of subsidies and their spending," the President said.

The Head of State demanded to stop such populist actions, criticizing the fact that the relevant inspection bodies and law enforcement agencies, seeking to lower prices, tried to check the business and lower prices.

Another big news announced in the message is that women were very pleased to meet in Kazakhstan the approval of the retirement age of women until 2028 at the level of 61 years.

These measures will make higher education more accessible, as well as strengthen the ideology of partnership and mutual responsibility in society," the President said.

In Kazakhstan, the minimum wage level will be increased from 60 thousand to 70 thousand tenge. This decision will allow to increase the income of 1.8 million people in the future.

As the President of the Republic of Kazakhstan noted, insufficient allocation of appropriate funds to the healthcare sector has become the norm. "Because of this, despite the fact that the population is connected to the insurance system, medical services are not provided in full. Today, medical care is divided into a state-guaranteed and an insurance package. Frankly speaking, the effectiveness of such a system is low. Even the insurance model is developing unstably and haphazardly. This is a big gap," Kassym-Jomart Tokayev said.

The message pays special attention to the issues of decentralization of the public administration system. "Increasing the personal responsibility of political workers, it is necessary to pay priority attention to the issue of decentralization of the public administration system. Part of the competence belonging to the government should be divided into ministries - responsibility for the policy of a particular industry should be borne by a specific minister, not a "collective cabinet". And the government will focus on solving cross-sectoral issues," the head of state said.

One of the main innovations of the address was the holding of early presidential elections this year, and in the first half of next year -elections to the Majilis and maslikhats of all levels. The Head of State noted that this way a new composition of deputies representing the interests of the majority will be formed.

"This step will certainly increase the efficiency of the maslikhats and the parliament. In the future, the government may include representatives of not only the political forces that received the votes of the overwhelming majority of voters, but also other parties in parliament. This approach allows the performer to make adequate decisions that take into account the wishes of the whole society," Kassym-Jomart Tokayev said.

In the address, many other issues of effective implementation of political and economic reforms in the country were discussed and presented to the attention of the population.
